Debatable usefulness as the mind control range seems small. Yuri can also create an army of clones of himself. Scrin can attach brainslugs to humans to make an army of mind-controlled mind controllers. With this CnC only has the troop production capabilities of krieg at best. Yuri offers mass mind control mass induced mutations+loyalty and cheap cloning facilities. Beings under their effect are unable to do anything but i doubt the chrono-troopers would live long enough to un-exist anything in large scale battles. No time travel but do they still get Chrono-troopers? If so they can remove anything from existance. The ability to perform a full scale planetary invasion, lose, and respond with a bigger one is something that all 40k factions have. Any major player in 40k (Perhaps even including the Tau) has forces that vastly outnumber C&C's. One thing is certain - If any major force decides to go after these planets in particular, they're fucked. 'Chaos' as in 'Khorne, Nurgle, Slaanesh, and Tzeentch decide to fuck that world in particular with crazy ass warp storm fuckery and daemonic invasions out the ass', I'd have to disagree.

'Chaos' as in 'a bunch of lunatics who worship Chaos', maybe. I predict that the Tiberium series yellow-red zones will be ripe contamination grounds for Chaos.

They are also apparently limited to the planets they spawn in on. We need to know if pop up somewhere near any force that can commit any sizable army for more than a decade or so.
